BLACKBURN Rovers could have to give more TV cash to lower league sides - including Burnley and Accrington Stanley - under a major shake-up of football finances suggested by MPs.

They recommend all clubs should have their budgets approved two seasons advance to prevent a repeat of the Leeds United fiasco, as well as the publication of all fees paid during transfers, including those to agents.

The All Party Football Group, which includes Burnley MP Peter Pike, also wants to levy the cash received by agents to be distributed to the game's grassroots.

Chairman of the group, Alan Keen, said: "Football is richer today than ever before but more clubs than ever are going to the wall. Why? It was this paradox that our inquiry into football and its finances look to answer.

"After nine months of detailed investigation, we have concluded that the financial divide in football between 'haves' and 'have nots' must be tackled urgently."

A key recommendation is that the Premier League double the broadcasting revenue it redistributes to the rest of football and more redistribution of TV money from glamour clubs such as Chelsea and Manchester United to the likes of Blackburn and Leicester.

Mr Pike said: "This is an excellent report. Clubs like Blackburn need to provide more money for lower league clubs. It would hopefully help Burnley get into the Premier League and the prospect of the Clarets playing Rovers on a regular basis would be good for football in East Lancashire on a long-term basis."
