More than 35,000 complaints about street lighting have been made in Lancashire in the last five years.
A list of the inquiries made to Lancashire County Council's highways team since July 2003 reveal unlit street lights to be by far the most common reason for people getting in touch.
Second were blocked drains, with 13,011, followed by potholes on roads at 10,461.
Other popular topics included poor footpaths, overgrown hedges and flooding.
Enquiries are made by phone, email or logged on the council's website.
