LANCASHIRE County Council has vowed to review safety arrangements for staff after a social care worker was stabbed to death while conducting a home visit.
Father-of-three Philip Elison, 47, died after being attacked when he went to the house in Fulwood, Preston, at 11.30am yesterday.
A 51-year-old man was arrested at the scene in an 'agitated state' and has been detained under the Mental Health Act. Police are hoping to question the man later today.
Mr Elison, who lived in Preston, worked for the council's adult and community services department.
Councillor Chris Cheetham, Lancashire County Council's cabinet member for adult and community services, said that the council would examine what could be done to ensure the tragedy was not repeated.
A post-mortem examination on the Lancashire County Council worker's body will take place on Wednesday morning.
The killing took place in a two-storey house on a cul-de-sac, part of a small estate of newly-built housing association properties.
A number of the houses, according to neighbours, are kept by the local authority for people who need care while living in the community.
Neighbours said there had never been any trouble before and spoke of their shock.
