PROPOSALS by county council bosses to introduce new car parking charges at two beauty spots in East Lancashire have sparked controversy.

Councillors are being asked to approve pay and display sites at Wycoller Country Park, near Colne, and Springwood Picnic Site, near Whalley, and a third location at Conder Green in Lancaster.

An extra £18,300 would be recouped for the authority’s coffers each year, it is estimated, from the three car parks, helping to offset the £134,000 running costs for the country parks.

But Coun Paul White, who represents Pendle East, believes the move will be ‘terrible’ for the rural economy and could drive away visitors.

He said: “We have a long record of keeping car parking free in Pendle and we are not going to stand for someone coming in and imposing car parking charges on us.”

He is also concerned that, with no proposals to provide extra security, the move will prove unpopular with motorists and countryside users. County council environment director Jo Turton has outlined plans to install six pay and display machines, at the three sites, leaving a £32,000 bill.

Rangers would then be asked to deal with maintenance issues such as replacement ticket and coin and ticket jams. The standard charge per visit would be £1 and a season ticket of £50 has been discussed for regular users.

It has been acknowledged that there could be some ‘displacement’ parking, caused by drivers trying to avoid the fees, especially at Wycoller.

But the Springwood site can only be reached directly off the nearby bypass.

Similar charges have been introduced at Beacon Fell Country Park, in Wyre, and the Crook O’Lune picnic area, in Lancas ter.

It's not theirs to charge for. The money that pays for the car parks and their maintainance is that of taxpayers ie the people they are now trying to charge twice.

What these idiots fail to mention is a private company will have to empty them daily. They have have not done there sums it will cost more than it will generate. Just like Blackburn's pay and display it costs more than it generates and keeps people away.

Beauty spots and parks like libraries have always been free so why change now ? it will only have the opposite effect and put people off from visiting in their numbers . Some will be willing to pay but l question the wisdom of it

I will pay it, it's only a quid and if it helps to off set the running costs it's better than losing a place like this all together (Talking about Wycoller more from personal preference).

I know people have said it's our tax and we are now paying for it twice but it's better to pay for it twice and visit than all the people who are paying for this once and never bother to visit. They are the ones losing out the most!

I know this will get negative votes but this is the LT, a place where people get angry over the smallest of things and where the unemployed can put more effort in to complaining about the world than looking for a job :)

Money-grabbing councils. Charge people more for everything (parking, green bins, etc,) but provide poorer services. Shutting all the local conveniences is one example - with a record number of older people in the population who have more need for such facilities along with denying them free swimming - a positive way of reducing health care costs for them through exersize. To be fair though, there is plenty of government money for the thousands of non-contributing immigrants flooding in, rather for the local councils, but people will still vote LibLabCon to continue this situation.

In Poland you pay 40 % tax from your wages reguardless of what you earn.We are not the most taxed in the European Union! :) UK isn't perfect but we do a dam site better than most other countries around the world let alone Europe.Public services & facilities included! Be thankful for what we have got as we could do a lot worse :)))

We do pay tax on the air we breathe - Carbon Dioxide rather than Oxygen is the way they have fiddled it.
