A CHORLEY man who failed to pick up after his dog when it fouled a verge was handed a fine and ordered to pay costs when he appeared before South Ribble magistrates.
Roy Cross, 58, of Thornhill Road, was found guilty of not cleaning up after his dog after previously being given the opportunity to pay a fixed penalty notice. He was fined £75 and ordered to pay £75 costs and a £15 victim surcharge.
In the prosecution brought by Chorley Council, the magistrates sitting at Leyland heard that Mr Cross was seen by two Council officers on Bagganley Lane, Chorley, with three dogs off their leads.
They saw one of the dogs, a black Labrador, about five metres in front of Mr Cross squat and foul the grass verge.
They said Mr Cross, who was walking towards the dog, made no attempt to clean up after it and carried on walking.
The two officers approached Mr Cross and pointed out he was committing an offence by not picking up the mess. He refused their offer of plastic bags and he was cautioned and served with a fixed penalty notice, and advised of payment methods and his right of appeal.
Mr Cross failed to pay the penalty notice despite a reminder being sent out.
Councillor Eric Bell, Chorley Council’s Executive Member (Neighbourhoods) said: “Leaving dog waste in public areas is socially unacceptable and can be dangerous, particularly for young children, because animal faeces can transmit disease which can cause serious disability or even death.
“Our Neighbourhood Officers will always offer help and advice to people they see not picking up after their dog, but if they decline that help they will be served with a penalty notice."
