Chorley councillor's ‘Asian bullies’ e-mail probe


A LEADING county councillor is to be investigated by a conduct watchdog after she sent an e-mail describing local Asians as ‘bullies’.

Pat Case, deputy leader of Chorley Council who was last month appointed to Lancashire County Council’s cabinet, has been referred to the Standards Board for England.

The email, sent to Conservative Party colleagues on May 13, called for the removal of fellow borough councillor, Labour’s Hasina Khan, as chair of Chorley Council’s equalities forum, describing her as a ‘dreadful chair’.

The e-mail goes on to say ‘the local Chorley Asians. . .stay away because they can’t bully and get their own way’.

Coun Khan, Chorley’s first and only non-white councillor, said she was ‘devastated and appalled’ when she learned of the contents of the e-mail.

Coun Khan was replaced as chair of the forum on May 13 by Coun Greg Morgan.

Coun Khan sent a complaint to Chorley Council and wrote to the Conservative Party and the Racial Equalities Council.

An independently-chaired panel said the views expressed about councillor Khan’s leadership were acceptable as ‘members are entitled to express their personal and political views when they are acting in their official capacity’.

However, the panel went on the say that the line containing the ‘bully’ comment ‘could be interpreted as breaching the code of conduct’ because members must respect each other and must not breach equality enactments or bring their authority into disrepute.

The panel also stated: “The complaint is further complic-ated by the fact of the email being sent using Lancashire County Council computer equipment.”

Councillor Khan, who rep-resents Chorley East, said: “I’m glad that her comments are being looked into as I do not think it is appropriate to bring up people’s ethnicity and particularly to generalise Chorley’s Asians as ‘bullies’.”

Coun Case, who has the children and schools portfolio at the county council, said she had apologised for the ‘inapprop-riate comment’ but she was using ‘shorthand’ to colleagues as she was writing in a hurry.

She added: “I was trying to convey that certain members attempted to dominate proceed-ings and stayed away when the forum changed from purely racial equality to equalities such as age, gender and disability.”

I sort of agree with you RickyL and she should be given the benefit of the doubt. But rules are rules and everyone should be treated in the same way particularly when judging against recent events at LCC concerning individuals being dismissed for misuse of the email system.

I am concerned at the comments posted by other members of the public as Councillor Khan has highlighted the issues faced by the Asian community and many more diverse communities and has worked very hard on behalf of the communities and for Chorley borough council in getting all parties to work together regardless of race,age, disability etc.
In relation to Councillor Khan being a poor chair i do not agree with as i go along to these meetings myself representing some of the diverse communities and she has opened this forum to members who in the past did not have a voice not least the youth council of Chorley and no they are not all asian for the others who may comment but they range from a sector of young people who have all ranges of abilities and is open to anyone. This was really positive and the fact that people were alllowed to speak and ask questions at the forum is in my eyes a plus for the previous chair as was highlighted in the recent award won by the council for there work in equality and diversity of which a big part is the equality and diversity forum. Councillor Case is a good councillor who has also worked hard for her community for many years and although it is currently more a affluent area with mainly a white british population this will in time i am sure change and maybe she would be better learning from the work already done and not criticise how are you supposed to get more people especially women and younger people as suggested by the goverment into politics if this is the reception they receive.Councillor Case has helped many people not least Mayfield school and disabled children and she should be recognised for this work as she has been with a CBE but also should be able to accept that others equally do very good work in their strong fields and this should be recognised for Councillor Khan, partnership working for all the communitites in Chorley has never worked so well

Asians get cbe s etc just for being asian as its the custom now to make sure a certain percentage are given one , its just like that shabrabari woman , made adame for keeping illegal immigrants / asylum seekers / terrorist in Britain that none of us want.
