Another Blackburn petrol station is to get a major renovation.

Planning permission has been granted for the upgrade to Motor Fuel Group's Ewood Service Station on Bolton Road.

The approval follows planning permission being granted earlier this week for a similar revamp of the EG group's Blackburn Service Station inn Whalley Banks.

A report by planning officer Jamie Edwards recommended approval with seven conditions by Blackburn with Darwen Council.

It said: "The application site relates to an existing petrol filling service station situated on the western side of Bolton Road, near to the junction with Branch Road, Blackburn.

"The site has an existing shop/sales building associated forecourt area with fuel pumps, jet wash bays, a car wash facility and several parking spaces.

Planning permission is sought to demolish the existing motorised car wash and the installation of eight dedicated electric vehicle charging bays that will be served by four EV charging stations capable of charging two cars each at any one time.

"The proposal also seeks the erection of a pump plant room and new substation to support charging bays, as well as a small Air/Water and Vac unit.

"A similar scheme at the site was previously approved, albeit this revised proposal does not include the provision of the three jet wash bays and comprises of other site layout changes.

"A large proportion of the proposed alterations will take place within the existing hard surfaced forecourt area with the exception of the substation enclosure which will partly encroach into the adjacent woodland / landscaped area, albeit is still within the applicant’s ownership.

"As such, it will result in a very minor encroachment to land allocated as part of the Fernhurst Open Space allocation which extends to the northwest, between the properties on Bolton Road and those on the Oakdale Estate.

"The loss of this space to built-up development will not cause any detriment to the overall function of the open space,

"The proposal includes the installation of EV charging bays with substation enclosure, plant room and additional customer parking along the southern boundary of the site.

"It is not considered any detrimental noise impacts will be caused,

"The removal of the existing car wash facility and replacement with the EV charging zone with a part canopy will not appear incongruous within the forecourt area which is already heavily commercialised with other paraphernalia.

"The proposed substation enclosure and plant room are modest additions in both size and height, and have been designed sympathetically. In respect of their positioning, they will largely be screened."
